As a public state entity, the Major Seine Axis River- and Seaport is placed under the authority of the delegated ministry of the Ministry for the Ecological Transition and Territorial Cohesion with responsibility for Transport.

Multiparty governance

Supervisory Board

The Supervisory Board, which is responsible for the strategic and financial operations of the port complex, has 17 members. These include representatives of local and central government, employees and qualified individuals appointed by official decree. Its current chair is Daniel Havis.

Management Board

Subject to the oversight of the Supervisory Board, the Management Board is responsible for running the port. For that purpose, it is vested with powers allowing it to take decisions on budgets, development, investments and port land management. 

Seine axis Orientation

To obtain input for its decisions, the Supervisory Board is assisted by a Seine axis Orientation Council. This body, currently chaired by the Prefect, Pascal Sanjuan, submits observations to the Board with a view to strengthening cooperation and coordination along the Seine axis as a whole. 

Three regional development councils

Those contributions are themselves underpinned by work done in three regional development councils that maintain the port’s local roots and foster dialogue with local stakeholders (e.g. customers, economic partners, environmental non-profits).
