The grand project for the Seine Axis port was launched in 2009 with the setting up of the inter-port coordination council comprising the Seine Valley ports of Le Havre, Rouen and Paris. 
The project was further consolidated in 2012 with the formation of the HAROPA Economic Interest Grouping.
In 2018, then-Prime Minister Edouard Philippe announced the government’s intention of merging the ports of Le Havre, Rouen and Paris. 

1 June 2021: effective integration of the three ports the Seine Axis major river and seaport. The ports of Le Havre, Rouen and Paris were now legally united within a single entity: HAROPA PORT, now France’s leading port with a role to play among the biggest European port complexes.
