HAROPA PORT has reached a new milestone in the digitalisation of inland and maritime port calls. Its two port information systems, DrahHAR and S-WiNG, are now connected to France’s National Maritime and Port Single Window (GUMP). HAROPA PORT is one of the first ports to join this new system.

A new framework for maritime formalities

This development is part of the implementation of the European Maritime Single Window environment (EMSWe), introduced by European Regulation (EU) 2019/1239. Its aim is to make maritime formalities more harmonised and digital across the European Union.

In France, this system is being implemented through the Guichet unique maritime et portuaire (GUMP), which went live on 31 March 2026.

DrakHAR and S-WiNG: HAROPA PORT’s port community systems  

At HAROPA PORT, digital call management relies on two Port Community Systems (PCS): DrakHAR in Rouen and S-WiNG in Havre. 

To connect to the GUMP and meet the requirements of the European EMSWe framework, HAROPA PORT has upgraded its PCS, in particular the interfaces used by industry professionals and the reporting processes.

The integration of the two PCS into GUMP was carried out progressively, with S-WiNG in March 2026, followed by DrakHAR in summer 2026.

GUMP: making information flow more easily 

A port call involves several stakeholders — ports, shipowners, shipping agents and government authorities — who use different information systems. They may, however, need the same date to manage the port call.

For example, take the arrival time of a vessel :

  1. the shipowner provides this information as part of the required formalities,
  2. HAROPA PORT needs it to prepare the port call,  
  3. government authorities may also need it for their checks. 

GUMP allows this information to be sent directly to the systems that need it. Once submitted, the information can be reused without each stakeholder having to enter it again manually. This is the principle behind system interconnection. 

GUMP does not replace existing systems. It connects them, making it easier for the information needed for a port call to be shared between the relevant stakeholders. 

A smoother and more interconnected chain along the Seine corridor

The interconnection of HAROPA PORT’s systems with the national GUMP enables HAROPA PORT to streamline the exchange of data related to vessel calls, while maintaining its PCS as the main entry points for the port community.

The benefits include less data re-entry, more reliable information and faster access to the data needed.

This interconnection represents a key milestone in the digital transformation of HAROPA PORT’s port operations and in streamlining the flow of cargo.
