Partenariats, multimodality : HAROPA PORT and French Customs advices strengthen their cooperation on the Seine axis

On Thursday, October 9, 2025, HAROPA PORT and the French Customs Authority (DGDDI) signed a strategic partnership to strengthen their cooperation along the Seine axis corridor.
This alliance aims to promote modal shift, streamline and secure trade flows, while supporting national and European objectives to decarbonizing freight transport.

The Seine axis: a key logistics route and lever for decarbonization 

With Le Havre as its maritime gateway, the Seine corridor is a major logistics hub. It plays an important role in France’s economic competitiveness and in reducing the carbon footprint of freight transport.
Nevertheless, the complexity of customs formalities can still slow down transit times and discourage the use of rail and river transport.

A partnership based on several key commitments

To address these challenges, HAROPA PORT and DGDDI have agreed to:

  •  make information sharing easier through a single contact point and joint monitoring of new rules and organizational changes;
  •  include customs requirements from the very beginning of infrastructure projects;
  •  improve access to port, river, and rail facilities with equipment adapted to customs and security missions (scanners, sensors, and dedicated areas);
  •  work together to offer a range of services and a catalogue of customs procedures tailored to the Seine axis and modal shift;
  •  strengthen prevention and training for port professionals in safety, security, and anti-corruption measures;
  •  use data analysis to better monitor trade flows and win back traffic for the benefit of the national territory.

A regular monitoring system will ensure the proper implementation and effectiveness of this partnership.
