190 million to structure the Seine axis in 2025

The year 2025 marks a high level of investment, with €190 million committed. These investments support performance, the ecological transition and industrial attractiveness.

A new momentum for the Seine axis

Major infrastructure projects

  • start of construction of the “chatière” in Le Havre, a secure inland waterway access between Port 2000 and the Seine basin, scheduled to be commissioned in 2027,
  • launch of Port Seine-Métropole Ouest (PSMO) at the confluence of the Seine and the Oise, a platform dedicated in particular to construction activities and the massification of flows,
  • dredging of the access channel to the port of Rouen, with the acquisition of a new high-performance dredging tool,
  • extension of the Gennevilliers container terminal, with an additional 4.5 hectares to support the growth of Greater Paris traffic.

Shore power: a key lever of the decarbonisation strategy

HAROPA PORT is also pursuing an ambitious shore power programme (RENAQ), with the commissioning in 2025 of the first electrified maritime cruise berth at Pointe de Floride in Le Havre, a first on the French Channel–North Sea range.
In 2026, the reconfiguration of Pointe de Floride in Le Havre, led by GIP Le Havre Croisières and bringing together HAROPA PORT and Le Havre Seine Métropole Urban Community, will reach a new milestone with the effective commissioning of the two other terminals.
 

At the scale of the Seine axis, the Borne & Eau network, rolled out with Voies Navigables de France (VNF), will reach 110 service points by 2026, providing water and electricity to vessels at berth. This deployment benefits in particular from €6.1 million in European funding and forms part of HAROPA PORT’s strategy to develop a decarbonised logistics corridor.

A land strategy focused on industrial and energy transitions 

Finally, HAROPA PORT is accelerating the release of land for industrial and energy projects, in line with the Net Zero Land Take objective: 456 hectares to accommodate projects of national and/or European scale, including 52 hectares labelled “France 2030” in Grand-Couronne (Seine-Maritime).
By reusing already developed land through a “rebuild the port on the port” approach, HAROPA PORT could also make between 700 and 800 hectares available by 2030.

A developing digital corridor

HAROPA PORT continues to drive the digital transition, positioning itself as a reference in France through major projects:

  • deployment of the TIMAD digital module dedicated to dangerous goods management within the DrakHAR Port Community System (PCS), contributing to process standardisation between Le Havre and Rouen and offering greater visibility to maritime and inland shipping lines;
  • launch of NOMADE by EasyPort (SOGET – HAROPA PORT), the PCS of Ports of Normandy, harmonising practices between Caen-Ouistreham, Cherbourg and Dieppe.

Ambitious prospects for 2026

The 2026–2030 Strategic Project: a new stage for HAROPA PORT

Under the 2020–2025 Strategic Project, €1.1 billion were invested to modernise infrastructure and support the port’s ecological transition. This trajectory will continue with the forthcoming 2026–2030 Strategic Project, currently under development, which plans more than €1 billion in additional investments aimed at:

  • strengthening fluvio-maritime competitiveness,
  • accelerating the decarbonisation of flows,
  • and improving the integration of port projects within their territories.

Developed through a wide consultation process involving development councils, Seine axis stakeholders and the public, this strategic project will define five major challenges and thirteen ambitions, with the final roadmap to be adopted by the end of 2026.

These projects support the traffic growth observed in 2025.
